Well, so we could put together and sell an anti-anti-computer-dongle-dongle.  Sounds like a good idea.

Crowbar:  series fuse and a shunt clamp. I can only think that a fuse has negligible effect on bandwidth.  There are commercially available crowbar chips for protecting telecommunications equipment from lightning surges, I googled it.  Maybe not small and cheap enough for USB ports, but that's not to say you couldn't produce such a thing.

I couldn't find any integrated solutions for high speed, but I think it's possible. Gigabit Ethernet is (magnetically) isolated so you can always serialize through that. Or you can go through a set of fiberoptic transceivers.

Opto-isolators are slooooooow.  Like a few tens of kilohertz bandwidth at most.
