[Blabber] Cortex M0 dev board for $13

Cortex-M0 is a series of 32-bit ARM microcontrollers that is intended for similar uses as our ATmegas. The part on this particular board, not yet available from Digi-Key but apparently Newark/element14 is taking preorders, has 128 KB flash, 16 KB SRAM, operates at up to 48 MHz and has a USB controller.

A lot of the time "anything that's not AVR" has a toolchain that's a huge hassle to deal with, or no good USB libraries, or no good bootloader, or something else that's wrong.

It appears to be 5V tolerant.
